Set Instant Pot to sauté. Add ground beef and chop to crumble. Cook until browned, about 3-5 minutes.
Add garlic, onion, bell pepper to beef and cook on sauté for 5 minutes or until tender.
Add beer, tomato paste, chili powder, paprika, oregano, cocoa powder, cumin, tomatoes and beans. Stir to combine, scraping any browned bits from bottom of pot.
Put lid on Instant Pot and set to Manual for 18 minutes. When cooking is finished, use the Quick Release function according to manufacturer’s directions.
Salt and pepper to taste. Add toppings of your choice. Serve warm.
